first make new solid in after effect ctrl + Y and set color whatever u want...
and make a circle mask inside that solid...
then add effect vegas.. go effect --> generate --> vegas
and set like this

and on the stopwatch rotation... alt klik on thatrotation in vegas effect.
insert this expression time*150
now u have hud element ... in the fast way.. u can add glow.. u can color it blue so will see futuristic hud element
